COVID-19: Updated to Restrictions in Cluj-Napoca

According to the latest decision, Hotărârea nr. 201 din 3 octombrie 2021, published by the Instituția Prefectului – Județul Cluj (Cluj County Prefect), new restrictions are to come into affect for locations where the incident rate remains above 6/1000 for 14 days.

However, there have been a number of reports from local Romanian news websites, that these will come into affect from October 4th, 2021. This is going to be verified and updated on to this website as soon as possible.

A list of the restrictions are as follows:

For locations where the incidence rate is higher than 6/1000 for 14 days:

  1. Sports competitions may take place both outside and inside with up to 50% capacity and provided that all the participants are fully vaccinated against SARS-CoV-2, and that at least 10 days have passed since full vaccination or are between the 15th and 180th day of confirmation of the SARS-CoV-2 infection provided that spectators keep a minimum distance of 1m;
  2. Cinemas, theatres and other cultural venues are permitted to operate at 50% capacity, provided that all the participants are fully vaccinated against SARS-CoV-2, and that at least 10 days have passed since full vaccination or are between the 15th and 180th day of confirmation of the SARS-CoV-2 infection and wearing a ,mask is required.
  3. The organisation of cultural activities outside by either private or public cultural institutions is permitted up to 50% capacity, provided that all the participants are fully vaccinated against SARS-CoV-2, and that at least 10 days have passed since full vaccination or are between the 15th and 180th day of confirmation of the SARS-CoV-2 infection and wearing a mask and a minimum distance of 1m between each person is required.
  4. Drive-in shows are permitted only if passengers of a vehicle are members of the same family or no more than 4 people from different households and are fully vaccinated against SARS-CoV-2, and that at least 10 days have passed since full vaccination or are between the 15th and 180th day of confirmation of the SARS-CoV-2 infection
  5. Outdoor performances and shows, both private and public are permitted with up to 50% capacity provided that all the participants are fully vaccinated against SARS-CoV-2, and that at least 10 days have passed since full vaccination or are between the 15th and 180th day of confirmation of the SARS-CoV-2 infection keeping a minimum distance of 1m between each person and wearing a mask is required.
  6. Open-air sports and recreational activities are restricted to no more than 10 participants that are not from the same household, , provided that all the participants are fully vaccinated against SARS-CoV-2, and that at least 10 days have passed since full vaccination or are between the 15th and 180th day of confirmation of the SARS-CoV-2 infection.
  7. Private events such as weddings, baptisms, festive meals etc. both inside and outside are permitted with up to 50% capacity but no more than 200 people, and only if participants are fully vaccinated against SARS-CoV-2, and that at least 10 days have passed since full vaccination or are between the 15th and 180th day of confirmation of the SARS-CoV-2 infection.
  8. Organising training workshops, conferences and courses for adults, including those financed from European funds is permitted, inside or outside with up to 50% capacity if all the participants are fully vaccinated against SARS-CoV-2, and that at least 10 days have passed since full vaccination or are between the 15th and 180th day of confirmation of the SARS-CoV-2 infection provided that participants wear a mask and keep a minimum distance of 2sqm;
  9. The organisation and conduct of public meetings, rallies or demonstrations, is allowed with the maximum attendance of 100 people if all the participants are fully vaccinated against SARS-CoV-2, and that at least 10 days have passed since full vaccination or are between the 15th and 180th day of confirmation of the SARS-CoV-2 infection provided that participants wear a mask
  10. Restaurants, cafes and similar venues, are able to remain open and can serve up to 50% of their capacity inside buildings and on terraces, between the hours of 5:00 AM and 12:00 AM if all the participants are fully vaccinated against SARS-CoV-2, and that at least 10 days have passed since full vaccination or are between the 15th and 180th day of confirmation of the SARS-CoV-2 infection
  11. Restaurants and coffee shops contained within hotels, BnBs and similar accommodation are permitted to continue activity both indoors and outdoors only for checked-in guests;
  12. Restaurants, cafes and similar venues inside shopping centres and malls can continue to operate at 50% capacity of the delimitated spaces. Access to these spaces will be granted only to those who are fully vaccinated against SARS-CoV-2, and that at least 10 days have passed since full vaccination or are between the 15th and 180th day of confirmation of the SARS-CoV-2 infection
  13. Measures 10, 11 and 12 also apply to businesses which who function in public spaces, which have a ceiling and at least 2 walls, whether permanent or temporary
  14. Takeaway services are permitted, providing they are not consumed on-site;
  15. Activity in bars and clubs is prohibited
  16. Indoor Gyms / Fitness venues are permitted to continue at 50% capacity if all the participants are fully vaccinated against SARS-CoV-2, and that at least 10 days have passed since full vaccination or are between the 15th and 180th day of confirmation of the SARS-CoV-2 infection if a distance of 4sqm is ensured for each person
  17. Gambling venues can operate with a maximum capacity of 50% if all the participants are fully vaccinated against SARS-CoV-2, and that at least 10 days have passed since full vaccination or are between the 15th and 180th day of confirmation of the SARS-CoV-2 infection
  18. Indoor swimming pools can continue to function at 50% capacity if all the participants are fully vaccinated against SARS-CoV-2, and that at least 10 days have passed since full vaccination or are between the 15th and 180th day of confirmation of the SARS-CoV-2 infection
  19. Play rooms, in closed spaces are permitted to function between 5:00 AM and 12:00 AM and at a maximum of 50% capacity if all the participants are fully vaccinated against SARS-CoV-2, and that at least 10 days have passed since full vaccination or are between the 15th and 180th day of confirmation of the SARS-CoV-2 infection
  20. Game rooms are permitted to function between 5:00 AM and 2:00 AM and at a maximum of 50% capacity if all the participants are fully vaccinated against SARS-CoV-2, and that at least 10 days have passed since full vaccination or are between the 15th and 180th day of confirmation of the SARS-CoV-2 infection
