The National Committee for Emergency Situations (CNSU) have adopted new relaxation measures for the organisation and conduct of events or economic activities. The changes will enter into force from August 1st 2021 and target a number of events, festivals, ceremonies as well as updates to activity in bars, clubs or gaming halls.
It will still be compulsory to protective masks indoors, as it has been up until now and that the changes to the amount of participants able to attend private events was taken into consideration when making the decision.
“Mask wearing indoors is a compulsory measure after August 1. Our officers are still enforcing day by day sanctions for failure to observe the sanitary protection measures.
I am sending on this occasion, a very clear message to the population: please continue to observe the health protection measures. We are looking with concern at what is going on in other states in Europe, we are looking at the measures they have taken. We are in the stage where we have gradually relaxed part of the measures, as we had introduced them,”, informed Lucian Bode, Minister of Internal Affairs.
Starting from August 1st
Art.1 –
(1) Cultural, artistic and entertainment activities can be organised and carried out in open spaces with the participation of up to 2,500 people, with the obligation to wear a protective mask, if the cumulative incidence at 14 days of cases in the locality is greater than 2 and less than or equal to 3 / 1,000 inhabitants and all participants are people vaccinated against the SARS-CoV-2 virus and for whom 10 days have passed since the completion of the complete vaccination schedule, people with the negative result of an RT-PCR test for SARS-CoV-2 virus infection not older than 72 hours or the certified negative result of a rapid antigen test not older than 24 hours, respectively persons who are in the period between the 15th day and the 180th day after the confirmation of SARS-CoV-2 infection.
(2) Cultural, artistic and entertainment activities can be organised and carried out in open spaces with the participation of up to 75,000 people, with the obligation to wear a protective mask, if the cumulative incidence at 14 days of cases in the locality is less than or equal to 2 / 1,000 inhabitants and all participants are people vaccinated against SARS-CoV-2 virus and for whom 10 days have passed since the completion of the complete vaccination schedule, people who show a negative test result RT-PCR for SARS-CoV-2 virus infection not older than 72 hours or the certified negative result of a rapid antigen test not older than 24 hours,respectively persons who are in the period between the 15th and 180th day after the confirmation of SARS-CoV-2 infection.
(3) Under the conditions established in par. (1) activities can be organized and carried out in all localities regardless of the cumulative incidence rate at 14 days of cases with more than 2,500 people, if all participants prove the vaccination against SARS-CoV-2 for which they passed 10 days after the completion of the complete vaccination schedule.
Art.2 –
(1) The organisation of private events (weddings, baptisms, festive meals, memorials, etc.) will be allowed starting with 01.08.2021, with the participation of a maximum of 150 people in open spaces, or with the participation of a maximum of 100 people in closed spaces, if the cumulative incidence at 14 days of the cases in the locality is greater than 2 and less than or equal to 3 / 1,000 inhabitants and the sanitary protection measures are observed, in the time interval 5 AM – 2 AM. When setting the maximum number of people, children under the age of 16 are not included.
(2) The organisation of private events (weddings, baptisms, festive meals, memorials, etc.) will be allowed starting with 01.08.2021, with the participation of a maximum of 200 people in open spaces, or with the participation of a maximum of 150 of persons in closed spaces, if the cumulative incidence at 14 days of the cases in the locality is less than or equal to 2 / 1,000 inhabitants and the sanitary protection measures are observed, in the time interval 5 AM – 2 AM. When setting the maximum number of people, children under the age of 16 are not included.
(3) The organisation of private events (weddings, baptisms), will be allowed with a maximum number of 300 people inside and with the provision of an area of 2 sqm for each person in them / localities where the cumulative incidence at 14 days is higher of 2 and less than or equal to 3 / 1,000 inhabitants, in the time interval 5 AM – 2 AM and if all participants are persons vaccinated against SARS-CoV-2 virus and for whom 10 days have passed since the completion of the complete scheme vaccine, persons who test negative for an RT-PCR test for SARS-CoV-2 virus infection not older than 72 hours or a certified negative result for a rapid antigen test not older than 24 hours, respectively persons who are in the period between the 15th day and the 180th day after the confirmation of SARS-CoV-2 infection.
(4) The organisation of private events (weddings, baptisms), will be allowed, with a maximum number of 400 people inside and to ensure an area of 2 sqm for each person in them / localities where the cumulative incidence at 14 days is lower or equal to 2 / 1,000 inhabitants, in the time interval 5 AM – 2 AM and if all participants are persons vaccinated against the SARS-CoV-2 virus and for whom 10 days have elapsed since the completion of the complete vaccination schedule, persons who shows the negative result of an RT-PCR test for SARS-CoV-2 virus infection not older than 72 hours or the certified negative result of a rapid antigen test not older than 24 hours, respectively persons in the period between the 15th and 180th day after confirmation of SARS-CoV-2 infection.
Art.3 –
(1) The organisation and conduct of sports competitions in closed or open spaces be allowed with the participation of spectators up to 50% of the maximum capacity of the space, ensuring a minimum distance of 1 m between people, if the incidence 14 days of cases in the locality is greater than 2 and less than or equal to 3 / 1,000 inhabitants and all participants are vaccinated against SARS-CoV-2 virus and for which 10 days have elapsed since the completion of the complete vaccination, persons who test negative for an RT-PCR test for SARS-CoV-2 virus infection not older than 72 hours or a certified negative result for a rapid antigen test not older than 24 hours, respectively persons who are in the period between the 15th day and the 180th day after the confirmation of SARS-CoV-2 infection.
(2) The organisation and conduct of sports competitions in closed or open spaces be allowed with the participation of spectators up to 75% of the maximum capacity of the space, ensuring a minimum distance of 1 m between people, if the incidence 14 days of cases in the locality is less than or equal to 2 / 1,000 inhabitants and all participants are vaccinated against SARS-CoV-2 virus and for which 10 days have elapsed since the completion of the complete vaccination schedule, people with the negative result of an RT-PCR test for SARS-CoV-2 virus infection not older than 72 hours or the certified negative result of a rapid antigen test not older than 24 hours, respectively persons who are in the period between the 15th day and the 180th day after the confirmation of SARS-CoV-2 infection.
(3) Under the conditions established in par. (1) and (2) the organizer may decide to organize and conduct sports competitions with the participation of spectators up to the maximum capacity of the space, if all participants prove vaccination against SARS-CoV-2 for which 10 days have passed since the completion of the complete vaccination schedule .
Art.4 –
Recreational and outdoor sports activities with the participation of no more than 30 people who do not live together will be allowed, if the cumulative incidence at 14 days of cases in the locality is greater than 2 and less than or equal to 3 / 1,000 inhabitants and with the participation of no more than 50 persons not living together, if the cumulative incidence at 14 days of cases in the locality is less than or equal to 2 / 1,000 inhabitants.
Art.5 –
The organisation of rallies and demonstrations with a maximum number of participants of 100 people will be permitted, if the cumulative incidence at 14 days of cases in the locality is greater than 2 and less than or equal to 3 / 1,000 of inhabitants and with a maximum number of 500 people if the cumulative incidence at 14 days of the cases in the locality is less than or equal to 2 / 1,000 inhabitants, observing the following measures: a) wearing a protective mask, so as to cover the nose and mouth, by all participants; b) the obligatory disinfection of the hands, for all the persons who arrive in the space where the rally or demonstration takes place; c) maintaining the physical distance of at least 1 meter between the participants and ensuring an area of at least 4 sqm / person, where possible; d) disinfection of the hands of persons who distribute any materials during the rally or demonstration; e) application of collective and individual hygiene rules to prevent contamination and limit the spread of SARSCoV-2 virus.
Art.6 –
(1) The organisation of training courses and workshops for adults, including those for the implementation of projects financed from European funds, will be allowed with the participation of a maximum of 150 of people inside and 200 outside, in compliance with the distance measures, ensuring an area of at least 2 sqm for each person and the obligation to wear a protective mask, if the cumulative incidence at 14 days of cases in the locality is greater than 2 and less or equal to 3 / 1,000 inhabitants.
(2) The activities provided in par. (1) will be able to take place with the participation of a maximum number of 250 people inside and 300 outside, if the cumulative incidence at 14 days of the cases in the locality is less than or equal to 2 / 1,000 inhabitants.
Art.7 –
(1) The organisation of conferences in closed spaces, will be allowed with the participation of a maximum of 150 people inside, in compliance with the distance measures, ensuring an area of minimum 2 sqm for each person and the obligation to wear a protective mask, if the cumulative incidence at 14 days of cases in the locality is greater than 2 and less than or equal to 3 / 1,000 inhabitants.
(2) The activities provided in par. (1) will be able to take place with the participation of a maximum number of 300 people inside, if the cumulative incidence at 14 days of the cases in the locality is less than or equal to 2 / 1,000 inhabitants.
Art.8 –
(1) The development of the activity in bars, clubs, discos and game rooms will be permitted, up to 70% of the maximum capacity of the enclosed spaces in the time interval 5 AM – 2 AM, if the cumulative incidence at 14 days of cases in the locality is greater than 2 and less than or equal to 3 / 1,000 inhabitants and up to the maximum capacity if the cumulative incidence at 14 days of cases in the locality is less than or equal to 2 /1,000 inhabitants. (2) The participation in the activities provided in par. (1), is allowed only for persons who are vaccinated against SARS-CoV-2 virus and for whom 10 days have elapsed since the completion of the complete vaccination schedule.
Art.9 –
The measures proposed in the present decision produce effects only in the situation of their approval by normative acts of the Government or, as the case may be, of the heads of the ministries or bodies of the central public administration.
Art.10 –
This decision is communicated to all components of the National Emergency Management System, for implementation by order and administrative acts of their leaders.
