On Friday, almost 200 new cases were recorded and 29 people in Cluj are receiving treatment in an intensive care unit. Across Romania, new COVID-19 cases continue to rise, with 4,478 cases being recorded on Friday, up from 4,441 the previous day.

Cluj-Napoca was also placed into the “Yellow Scenario”, which resulted in a number of restrictions being introduced and now the government has drafted and passed a regulation, where it will be required to present the “Green Pass” in order to enter restaurants, theatres, attend private ceremonies and access gyms.

These measures are expected to come into force where the incident rate is between 1/3000 and 1/6000 inhabitants, in addition to other measures, such as schools taking place online.

The goal is to ensure that the economy can continue to operate, especially in the field of HoReCa (Hotels, Restaurants and Cafes), by allowing people who present the “green pass” to enter and use their services, but venues will also be required to adhere to tougher sanitary measures.

Shopping malls are not impacted by this change, however, local authorities can restrict the amount of hours that stores can remain open, and it is still compulsory to wear a protective mask and observe social distancing rules as well as other heath and sanitation measures.
