From Sep 24: Cluj-Napoca entered the “Red” Scenario after breaching 3/1000 limit.

Cluj-Napoca has jumped from 2.86/1000 to 3.73/1000 cumulative cases in the past 48 hours, after registering 1,089 active COVID-19 cases. This has resulted in Cluj-Napoca being placed into the “red scenario” from September 24, 2021, meaning that satisfying the requirements of issuing a COVID-19 “Green Certificate” is mandatory to attend most events and access certain indoor public spaces.

The green certificate certifies that a person is vaccinated, tested negative or has passed the disease and, according to the decision adopted by the Government, is mandatory in localities with an infection rate between 3 and 6 per thousand, for all persons over 12 years. Only children who are less than 12 years old are exempt.

Businesses are obligated, under law 932/2021, to scan the COVID-19 “Green Certificate” issued and recognised by the European Union.

Permitted with a Green Certificate

  1. Sports competitions may take place both indoors and outdoors with the spectators of up to 30% capacity and at least 1sqm of space between individuals, all spectators are required to wear protective masks;
  2. Cinemas, theatres and other cultural venues are permitted to operate at 50% capacity, with all attendees wearing protective masks;
  3. Drive-in shows are permitted, only if passengers of a vehicle that satisfy the “safe attendance criteria” and are members of the same family or no more than 4 people from different households;
  4. Outdoor performances and shows, both private and public, are restricted to no more than 1,000 participants, who are required to wear protective masks;
  5. Open-air sports and recreational activities are restricted to no more than 10 participants that are not from the same household and must have approval the Ministry of Health and depending on the kind of event, also the approval from the Ministry of Youth and Sports, Environment or the Ministry of Agriculture;
  6. Private events such as weddings, baptisms, festive meals etc. are permitted with a maximum number of participants of 200 people inside, and ensure that each person has at least 2sqm of space between them;
  7. Organising training workshops and courses for adults is permitted, including those financed from European funds is permitted, with a maximum attendance of 150 people inside, and a maximum of 200 people outside, all with a minimum of 2sqm of space between them, and wearing protective masks. Such events must be carried out with observance of the public health norms established by the Ministry of Health;
  8. Conferences can take place with a maximum number of 150 attendees indoors ensuring at least 2 sqm between people, as where as wearing a protective mask and respecting the health and sanitation measures;
  9. Under law no. 60/1991, the organisation and conduct of public meetings, rallies or demonstrations, is allowed with the maximum attendance of 100 people
    1. Participants are required to wear a mask covering mouth and nose;
    2. Disinfecting of hands, for all people who are in the space where the meeting is taking place or handing out flyers etc.;
    3. Physical distance of 1m between participants and ensuring a surface of a minimum of 4sqm per person, where the space allows it;
    4. respecting the health and sanitation measures;
  10. Restaurants and coffee shops contained within hotels, BnBs and similar accommodation are permitted to continue activity both indoors and outdoors at only for checked-in guests;
  11. Restaurants, cafes and similar venues are able to remain open and can serve up to 50% of their capacity inside buildings and on terraces, between the hours of 5:00 AM and 2:00 AM;
  12. Measures 10 and 11 also apply to businesses which who function in public spaces, which have a ceiling and at least 2 walls, whether permanent or temporary;
  13. Takeaway services are permitted, providing they are not consumed on-site;
  14. Outdoor terraces can continue to operate at full capacity, with the exception of those owned by venues outlined in measure 10;
  15. Activity in bars and clubs are permitted between the hours of 5:00 AM and 2:00 AM, with attendance of up to 30% capacity;
  16. Indoor Gyms / Fitness venues are permitted to continue at full capacity unless the cumulative incident rate surpasses 4/1000 for a total of 14 consecutive days, in which case the capacity will be reduced to 50%, ensuring that each individual has at least 7 sqm between them when not vaccinated, and 4 sqm if fully vaccinated and that at least 10 days have passed since full vaccination was received;
  17. Gambling venues can operate with a maximum capacity of 50%;
  18. Indoor swimming pools can continue to function at 50% capacity;
  19. Game Rooms, such as Arcades, Bowling Alleys and Pool Clubs in closed spaces is permitted between 5:00 AM and 02:00 AM and at a maximum of 50% capacity;
  20. Outdoor sports and recreational activities are permitted, but with the maximum of 10 people from different households, and also under the conditions established by the Ministry of Culture and the Ministry of Youth and Sports.
