In Cluj-Napoca, where the incidence rate has continued to exceed 2/1000, restrictions have been introduced.

Safe Attendance Criteria:

There are multiple situations listed below, where criteria need to be satisfied, sometimes in addition to other measures. For simplicity, we’ve called these the “Safe Attendance Criteria”

  • People who are fully vaccinated against SARS-CoV-2, and that at least 10 days have passed since full vaccination;
  • People who present a negative RT-PCR Test for SARS-CoV-2 that is no older than 72 hours;
  • People who present a negative results of a certified quick antigen test for SARS-CoV-2, no older than 48 hours;
  • People who are between the 15th and 180th day of confirmation of the SARS-CoV-2; infection

Restrictions from Sep 17, 2021

  1. Indoor and outdoor sporting events are limited to 50% capacity, participation is allowed for those who satisfy the “safe attendance criteria”;
  2. Cinemas, theatres and concerts are permitted with up to 70% capacity. Attendees must wear a protective mask, correctly;
  3. Drive-in shows are permitted, only if passengers of a vehicle that satisfy the “safe attendance criteria” and are members of the same family or no more than 4 people from different households;
  4. Outdoor performances and shows, both private and public, are restricted to no more than 2,500 participants, who are required to wear protective masks and also satisfy the “safe attendance criteria”;
  5. Open-air sports and recreational activities are restricted to no more than 30 participants that are not from the same household and must have approval the Ministry of Health and depending on the kind of event, also the approval from the Ministry of Youth and Sports, Environment or the Ministry of Agriculture;
  6. Private events such as weddings, baptisms, festive meals etc. is permitted without needing to satisfy the “safe attendance criteria” with a maximum attendance of 150 people outside, ensuring a minimum area of ​​2 sqm for each person or 100 people inside, taking into consideration the health protection and sanitation measures. Those under the age of 16, do not count towards the number of participants;
  7. In the case where attendees satisfy the “safe attendance criteria”; the number of attendees at private events is raised to 300 indoors and no limit outside, ensuring a minimum area of ​​2 sqm for each person;
  8. Training and workshops for adults, including those financed by European Funds are permitted, with a maximum attendance of 150 people inside and 200 outside, with 2 sqm for each person, wearing a protective mask and respecting the health and sanitation measures;
  9. Conferences can take place with a maximum number of 150 attendees indoors ensuring at least 2 sqm between people, as where as wearing a protective mask and respecting the health and sanitation measures;
  10. Organisation and holding of approved public meetings is permitted with a maximum attendance of 100 people;
  11. Venues serving food or drinks are permitted to continue activity both indoors and outdoors at 100% capacity between 5 AM and 2 AM;
  12. Restaurants and coffee shops contained within hotels. BnBs and similar accommodation are permitted to continue activity both indoors and outdoors at 100% capacity between 5 AM and 2 AM;
  13. Measures 11 and 12 also apply to businesses which who function in public spaces, which have a ceiling and at least 2 walls, whether permanent or temporary;
  14. Takeaway services are permitted, providing they are not consumed on-site;
  15. Bars and Clubs are permitted to continue activity with a maximum capacity of 70% between 5 AM and 2 AM where each attendee can demonstrate that they have been fully vaccinated against SARS-CoV-2 and that at least 10 days have passed since full vaccination was received;
  16. Indoor Gyms / Fitness venues are permitted to continue at full capacity, ensuring that each individual has at least 7 sqm between them when not vaccinated, and 4 sqm if fully vaccinated and that at least 10 days have passed since full vaccination was received;
  17. Gambling venues can operate with a maximum capacity in accordance with specific measures provided by CNSU;
  18. Indoor swimming pools can continue to function at 70% capacity;
  19. Game Rooms, such as Arcades, Bowling Alleys and Pool Clubs can function at 70% capacity between 5 AM and 2 AM, provided all participants are fully vaccinated and that at least 10 days have passed since full vaccination was received;
