In the wake of rising regional tensions, particularly following Russia's invasion of Ukraine in 2022, Romania is significantly stepping up its defence capabilities, a move underscored by President Klaus Iohannis's initiatives and the transformative expansion of the Mihail Kogalniceanu base into NATO's largest military facility in Europe. This comprehensive approach to bolstering national security reflects a strategic response to the changing geopolitical dynamics in Eastern Europe.
President Iohannis has advocated for the recruitment of new soldiers and expedited parliamentary discussions on a draft law for voluntary military training. This is part of a broader strategy to enhance the Romanian military's readiness and capabilities. The President emphasises the importance of a modern and well-equipped army in ensuring the safety of Romanian citizens. Since 2023, Romania has increased its defence spending from 2% to 2.5% of its GDP. This investment supports the advancement of military personnel, improves interoperability with allied forces, and spearheads the modernisation of the national defence industry and transport infrastructure.
Amid these efforts, the expansion of the Mihail Kogalniceanu base near Constanta, on the Black Sea coast, is a landmark project. This base is set to become the largest NATO military base in Europe, surpassing the size of the US military base in Ramstein, Germany. With a $2.7 billion investment, the base is anticipated to host 10,000 soldiers and civilians by 2030, significantly boosting Romania's strategic military posture in the Black Sea region—a vital counterbalance to Russian military dominance.
The base will not only serve military purposes but also include comprehensive facilities for personnel and their families, including housing, educational institutions, and healthcare services. This development highlights Romania's role in enhancing NATO's security architecture and its commitment to regional stability.
General Virgil Balaceanu, President of the Association of Reserve Officers, underscores the importance of Romania considering worst-case scenarios given the ongoing conflict in Ukraine. With this backdrop, Romania's defence spending for 2024 is projected to exceed 20 billion euros, a 45% increase from the previous year, primarily earmarked for modern weaponry acquisition.
Romania's concerted efforts in military recruitment, infrastructure development, and increased defence spending are reflective of a nation committed to securing its borders and contributing to the collective security of the NATO alliance.
