COVID-19: Cluj County under new restrictions starting Oct 22

The Institution of the Prefect for Cluj County (Instituția Prefectului – Județul Cluj) has announced new restrictions following the continued increase of COVID-19 cases in Cluj over the past few days. The county has now entered the “Red Zone”, and with this, come a number of restrictions, including the obligation to wear a mask in all public spaces.

Decision, no 59, was approved today by Cluj County Emergency Committee, and will start on 22.10.2020, at 00.00, for a period of 14 days. The decision, which is aimed at preventing the spread of the SARS-COV-2 virus, will require the following measures to be met by all people in Cluj.

The restrictions are as follows:

  1. An obligation to wear the protective mask, covering the mouth and nose, for all those who are 5 years or older, in all open public spaces.
  2. Organisation or participation of activities of cinemas, concerts or other shows is forbidden.
  3. Closure of indoor service of bars, restaurants, cafes, however, outdoor service with groups no more than 6 people and with 2 meter distancing, is permitted.
  4. Restaurants and cafes located in hotels, hostels or other special accommodation are permitted to provide service, but only for those residing that establishment.
  5. Take-away and delivery of food and drink, will remain permitted.
  6. All activity in bars, clubs and discos is prohibited.
  7. Gambling establishments are closed.
  8. Places of worship are required to ensure that service attendees disinfect their hands upon arrival and ensure that there's at least an area of 4m between groups and 2m between individuals. If services are held outdoors, the required social distance is 1.5m between people.
  9. Groups of more than 6 people, not belonging to the same family, are forbidden when attending religious ceremonies.
  10. Church and cemetery administrators are required to regulate access to the grounds, preventing large groups from forming, and also to check for symptoms of respiratory infections (cough, sneezing, temperature etc).

It's important to understand, that citizens are required to wear masks, even when simply walking in the street. This is different from previous measures in the past, and is a legal requirement.
