Update: Prime minister Florin Citu announced that the new restriction would come into force on Sunday. “The decision will be published today in the Official Gazette, but, given the short time that economic operators would have to prepare, […] we decided that these measures will take effect starting Sunday, March 28”.

The below measures are in addition to current restrictions.

The full document in Romanian, can be viewed here.

Localities with cases over 4/1000

  • Applicable every Friday, Saturday and Sunday
  • No unessential travel outside the home after 8pm
  • Stores and economic operators to close from 6pm

Localities with cases over 7.5/1000

  • Applicable in throughout the entire week
  • No unessential travel outside the home after 8pm
  • Stores and economic operators to close from 6pm

Indoor Gyms and Fitness facilities are closed in location where cases have reached over 4/1000 in the past 14 days.

Home delivery services remain unaffected.

The head of DSU also mentioned that once the incidence reaches 3.5 per thousand inhabitants, these restrictions will no longer be valid, and limits will return to 10pm.

Changes to restrictions in areas where the cases are 7.5/1000, will be discussed only when the incidence will fall below 7/1000. The same logic will apply for localities with cases between 3.5/1000 – 7.5/1000.

For the night of March 27th, travel is permitted between the hours of 6pm and 10pm for participation in the “Passover” religious service .

The Special Telecommunications Service will automatically present, at 10:00, on the “alerte.ms.ro” platform the result of the incidence rate.

The night of April 3rd and May 1st, travel outside of the home is allowed between 8pm and 2am, for participating in religious services.

Raed Arafat specified that the number of people who will have access to shops or malls will be decided by the Ministry of Health, after discussions with other Resort Ministries. The head of DSU also spoke about the restrictions on holiday nights.

For Orthodox Easter, the regulation will appear in the next government decision. However, there is no discussion of limiting participation in the “Resurrection” service.

Previous information suggesting that there will be bans on leaving localities where the restrictions are over 3.5/1000 were not confirmed. Therefore, there is no ban on leaving localities, but areas that are in quarantine, will remain in quarantine.

The declaration, is required for travel after 8pm

Raed Arafat also spoke about the role of traffic restrictions and their importance.

“These measures are intended to avoid mobility and contact to reduce the spread of the virus. These are measures that are becoming mandatory and can no longer be debated “, added the head of DSU.
