As of Friday, August 13, 2021, only the “Green Certificate” will be accepted as proof to travel to and from Romania. The certificate will be used to indicate if you have been vaccinated, are within 180 days of the disease or have a negative RT-PCR test.

The announcement was made by the Romanian Government, and the electronic documents can be generated by visiting: https://vaccinare-covid.gov.ro/ and entering the required information, to generate a verification of vaccination, recovering from COVID-19 or for the negative result of an RT-PCR test. 

If a traveller does not have a “Green Certificate” then they will be required to quarantine, in accordance to the measures in each destination country.

The announcement was published on both the Facebook page for the Avram Iancu International Airport Facebook page, as well as on the Ministry of Health's page.

At national level, the issuance, verification, and acceptance of the European digital COVID certificate shall be governed by the Emergency Ordinance no. 68 of June 29, 2021, published in the Official Gazette no. 644 of June 30, 2021.

At European level, the issuance, verification, and acceptance of the European digital COVID certificate is governed by the Regulation (EU) 2021/953 of the European Parliament and of the Council of June 14, 2021 and by the Regulation (EU) 2021/954 of the European Parliament and of the Council.

Romanian citizens and their family members, vaccinated with a complete scheme in a Member State of the European Union (EU) or a state of the European Economic Area (EEA), which issues a European digital COVID certificate, will apply for the issue of the certificate from the state where they were fully vaccinated.

The Romanian citizens and their family members who are vaccinated with a dose in Romania and a dose in another State or fully vaccinated (with a full scheme ) in a third country or Ireland (EU Member States which do NOT currently issue a European digital COVID certificate), in order to obtain the certificate, will be required to send to [email protected], the following personal data:

• Telephone number;
• Identity card/passport/residence permit as the case may be (for family members both for the applicant and for the Romanian citizen);
• Proof of vaccination;
• Marriage certificate – in case of family members as well as in case of the name changed between the date of vaccination and the date of application for the certificate;
• Birth certificate – for children under 14 years.

For the issuance of the European digital COVID certificate, by the Romanian state, it is necessary to prove vaccination in the United Kingdom by obtaining, by the applicant, the vaccination certificate by accessing the following link:

119 – number valid only in the UK.

After obtaining the certificate proving the vaccination, in order to initiate the process of obtaining the European digital certificate COVID, the applicant will need to/ will be required to send to the address [email protected] the following personal data:

• Phone number;
• Identity card/passport/residence permit as appropriate (for family members both for the applicant and for the Romanian citizen);
• Proof of vaccination;
• Marriage certificate – in case of family members as well as in case of name change between the date of vaccination/testing and the date of application for the certificate;
• Birth certificate – for children under 14 years.
